Thinking about a 280 high comp kit for my xr,really want some more power but at the same time wanna keep the bike reliably.Have been quoted for the job works out around [AU]$2500 plus racing cam,service.Just wanna know if i should go ahead with the mod,or ungrade to a xr400.

Thats quite a bit to spend on an old technology bike. The XR's are basically bulletproof, so it will last for years, and if you are planning to keep it years, it might be worth doing, but honestly, having myself gone from an XR250 to a WR250F, its like night and day.
All the newer four strokes will still blow the XR with the 280 kit away.

Gday,what you said was correct,I have had 3 quotes since then and now my bike is in the shop,$1300au its going to cost me, think thats resonalble.I do plan on keeping the xr for a while but lets see how well this mod turns out.All I really want is more grunt without buying a newer four banger,the xr has been really good for me.One other thing,what other mods or upgrades would you suggest in the way of gaining more performance?

I would say you are better off moving up to a larger stock engine than trying to squeze all the power out of a smaller one becuase the stock engine was designed to last once you start adding stuff you are going to get a fast but unreliable bike which would be better suited for racing.
