well they do have a power band, every engine has one its just not as noticeable. also 250 4 strokes compete against the 125 2 strokes and 250 2 strokes compete against the 450 4 strokes.
in a four stroke engine the power band is spread out more in which allows the 4 stroke engine to start at a lower rpm then a two stroke. the four stroke engine has this advantage do to the combustion of pure gas instead of a oil and gas mix. the four has more tourque, which is spread out to give a smooth and reliable acceleration. in the 2 the engine has a narrow power band in which gives more of a quick boost at a spcifice rpm. so there is more of a power curve in the four and a power band (Spike) in two stroke.
